In Your Excellency's letter of 8th. April, which I have the honour to acknowledge, Your Excellency repeats the statement made in a former letter that I had desired that the recent correspondence relative to Mr. Seth should be forwarded to the Secretary of State. I have the honour to refer Your Excellency to the concluding portion of paragraph 2 of my letter of 31st. March; and I should be glad if Your Excellency would inform me when I made the request to which Your Excellency alludes.

With regard to the last paragraph of the letter under reply, I have no desire to address the Secretary of State on the matter, and so to avail myself of the provisions of Colonial Regulation 212,
